I have noticed that when I do not have any money in bank, even a free app will be declined but with money in bank, it works. Go figure! But this has most iPad, iPod and iPhone users tearing their hair out regularly on Apple and other forums.

However, I think you could set the payment method as 'None' if you're downloading a free app.
